A former lawmaker has allegedly appeared as lawbreaker taking possession of 10 acres of land of a three-hundred-year-old Buddhist temple of the indigenous Rakhine community at Teknaf in Cox’s Bazaar.
People of the community have not been able to hold their religious festivals at the temple over the last two years, locals said.
Cox’s Bazaar district Awami League vice-president and former lawmaker Prof Mohammad Ali and his son Rashed Mahmud Ali along with their “musclemen” have grabbed about 10 acres of land of South Hnila Buddhist temple, they alleged.
Prof Mohammad Ali, however, claimed that he had taken out a lease on the land of the temple.
Bangladesh Rakhine-Marma Sangha Council Chairman Ven U Pandita Mahathero said the former lawmaker “grabbed the temple”, established three hundred years back by Jamindar Rapau Chowdhury.
He termed the transfer of religious property illegal and asked the possessors to return the property of the temple to Rakhine people.
He urged the government to recover the land of the historic temple from the hands of the occupiers.
People of the Rakhine community alleged that grabbers launched a series of attacks on the Rakhine people to capture the land.
They alleged the musclemen had carried out attacks at least eight times in the last two years. In the first attack on August 26, 2010, they “physically assaulted principal of the temple Ven Upanwara and looted valuables”, said the locals.
On January 21, a team of noted citizens from Dhaka led by Pankaj Bhattacharya went to Teknaf to visit the temple and enquire about the incidents.
But, as soon as the visitors left the place, the grabbers launched another attack, they said.
The attackers damaged the structure of the temple and took away 20 Buddha statues, said the community people.
During a visit, this correspondent found that most of the temple belongings, including statues and furniture, were missing.
Krong Kyang, 82, inhabitant of Chowdurypara, told daily sun that he used to take part in prayers at the historic temple. “We have not been able to pray for more than two years.”
He urged the government to take step to free the temple from the hands of the “grabbers”.
Nima, 55, of Hnila Bazar said no religious festivals have been held in last two years at the historic Hnila temple for the ransacking.
In an oblique reference to Mohammad Ali and others, she said they planted trees on the temple land.
Jainul Bari, deputy commissioner (DC) of Cox’s Bazaar, said selling or leasing out of religious property is illegal.
“The administration will try its level best to recover the land of the temple,” the DC said.
Selim Mohammad Jahangir, superintendent of police (SP) of Cox’s Bazaar, said they would try to uphold the sanctity of the temple by ensuring security measures.
He advised the Rakhine people to go for legal battle to reclaim the property.
Contacted for comment, Prof Mohammad Ali said he took out a lease on the land in 2001 as he didn’t know that taking out lease on religious land is illegal.
“I am ready to leave the land of the temple if I get back the cost of plantation,” he said.
Mohammad Ali denied the allegation of looting valuables from the temple and threatening the Rakhines.

টেকনাফের প্রাচীন এ বৌদ্ধবিহারের অবকাঠামো খুলে নিয়েছে প্রভাবশালীরা সমকাল

কক্সবাজারের টেকনাফ উপজেলায় ২০০ বছরের পুরনো একটি বৌদ্ধবিহার দখল করে নিয়েছে প্রভাবশালী মহল। ওই বিহারের ১১ একর জমিতে অবৈধভাবে ঘরবাড়ি তৈরি ও বৃক্ষরোপণ করেছে তারা। শনিবার ঢাকা থেকে আসা একটি প্রতিনিধি দল বৌদ্ধবিহার পরিদর্শন করে তা দখলমুক্ত করার দাবি জানায়।
সরেজমিন দেখা যায়, টেকনাফ উপজেলার হ্নীলা ইউনিয়নের আলী খালী রোডে প্রাচীন এ বৌদ্ধবিহারটি অবস্থিত। সেন প্রু ক্যাং নামে পরিচিত বৌদ্ধবিহারের প্রায় ১১ একর জমি রয়েছে। এলাকাবাসী জানান, দু'বছর আগেও এ বিহারে ছোট-বড় ২০টি বুদ্ধমূর্তি ছিল। এখন এর কিছুই নেই। কাঠের তৈরি অতিপ্রাচীন দৃষ্টিনন্দন এ স্থাপত্য নিদর্শনের বেড়া, তক্তা, সিঁড়ি ও কাঠের পিলার সবই খুলে নিয়ে গেছে দুর্বৃত্তরা। জমিটিও রক্ষা পায়নি। তাও দখল করে নিয়েছেন প্রভাবশালীরা। এলাকার লোকজন জানান, বিএনপি-জামায়াত জোট সরকারের সময় বিহারের জমি দখল প্রক্রিয়া শুরু হয়। সে সময় স্থানীয় বিএনপি নেতা মকসুদুল হক বিহারের জমি দখল করে সেখানে ১৫টি ঘর তৈরি করে তা ভাড়া দেন। বৌদ্ধবিহারের টিলাজমিতে অন্তত ৪ হাজার আকাশমণি গাছের চারা রোপণ করেন ওই বিএনপি নেতা। সরকার পরিবর্তন হওয়ার পর বনায়নসহ বিহারের পুরো জমি দখলে নেন সাবেক এমপি ও
জেলা আওয়ামী লীগের সহসভাপতি অধ্যাপক মোহাম্মদ আলীর ছেলে রাশেদ মোহাম্মদ আলী। প্রথমে এ জমিতে একটি কলেজ প্রতিষ্ঠা করা হবে বলে প্রচার করা হলেও এর কিছুই হয়নি। এখন এ জমিতে তৈরি করা হয়েছে গরুর খামার, পুকুর ও আমবাগান।
বৌদ্ধবিহার কমিটির সাধারণ সম্পাদক ক্যজ অং জানান, বর্তমানে বিহারটি প্রভাবশালীদের নিয়ন্ত্রণে রয়েছে। তারা বিহারটি রক্ষার দাবি জানালেও উদ্ধার করা যায়নি। বরং প্রভাবশালীদের অব্যাহত হুমকিতে বিহার ছেড়ে পালিয়ে গেছেন দায়িত্বরত ভান্তে (ভিক্ষু)।
নিশ্চিহ্ন হতে যাওয়া বৌদ্ধবিহারটি শনিবার পরিদর্শন করেন দেশের বিশিষ্ট রাজনীতিবিদ পংকজ ভট্টাচার্য, ঢাকা বিশ্ববিদ্যালয়ের গণযোগাযোগ ও সাংবাদিকতা বিভাগের সহযোগী অধ্যাপক রোবায়েত ফেরদৌস ও চলচ্চিত্র নির্মাতা রাশেদ রায়েনসহ ১৪ সদস্যের একটি প্রতিনিধি দল। তারা বিহারটির কঙ্কালসার দৃশ্য দেখে বিস্মিত হন। এ সময় তারা এলাকাবাসীর সঙ্গে কথা বলেন। পরে প্রতিনিধি দল কক্সবাজারের জেলা প্রশাসক ও পুলিশ সুপারের সঙ্গে বৈঠক করে অতিপ্রাচীন এ বৌদ্ধ নিদর্শন অবৈধ দখলমুক্ত করার দাবি জানান।
এ প্রসঙ্গে ঢাকা বিশ্ববিদ্যালয়ের শিক্ষক রোবায়েত ফেরদৌস বলেন, বিহারটি একটি ঐতিহাসিক নিদর্শন। এটা রক্ষার দায়িত্ব সবার। যারা বিহারটি দখলে জড়িত তাদের বিরুদ্ধে আইনগত ব্যবস্থা নেওয়ার দাবি জানান তিনি।
সাবেক সাংসদ অধ্যাপক মোহাম্মদ আলী তার ছেলের বৌদ্ধবিহারের জমি দখলের অভিযোগ অস্বীকার করে বলেন, বিহারটি সরকারি খাস বনভূমিতে প্রতিষ্ঠিত। সেখানকার বৌদ্ধভিক্ষুর অনুমতি নিয়ে বিভিন্ন গাছের চারা রোপণ করা হয়েছে। পার্শ্ববর্তী আমার জোত-জমিতে আম, কাঁঠাল প্রভৃতি গাছের চারা রোপণ করেছি।
জেলা প্রশাসক মোঃ জয়নুল বারী জানান, বৌদ্ধবিহারের জমি অবৈধ দখলে থাকার বিষয়টি অবগত হওয়ার পর এরই মধ্যে উপজেলা নির্বাহী কর্মকর্তাকে প্রয়োজনীয় ব্যবস্থা নিতে নির্দেশ দেওয়া হয়েছে। তিনি বলেন, বৌদ্ধবিহারের জমি অবশ্যই দখলমুক্ত করা হবে।
